Senegalese President Bassirou Diomaye Faye, in a recent interview with Chinese media, has underscored the transformative potential of China-Africa cooperation, particularly as the continent prepares for the 2024 Forum on China-Africa Cooperation (FOCAC) Summit. The event, themed “Joining Hands to Advance Modernisation and Build a High-Level China-Africa Community with a Shared Future,” promises to be pivotal in redefining the scope of this multifaceted partnership.
Since its inception in 2000, FOCAC has emerged as an innovative framework for South-South cooperation, positioning itself as a linchpin of diplomatic and economic relations between the two regions. According to Faye, “The relations between China and Africa show a dynamic of strengthening and diversification, and FOCAC is an important tool in support of this cooperation.” His remarks reflect a growing consensus that the relationship has moved beyond conventional aid paradigms, now encompassing a robust exchange of technology, infrastructure investment, and human capital development.
A Strategic Platform for Africa’s Development
With the 2024 summit, FOCAC will continue its trajectory of driving sustainable growth across Africa, reinforced by China’s strategic investments through the Belt and Road Initiative (BRI). In particular, Senegal, as the first West African nation to join the BRI in 2016, has played a prominent role in this renaissance. Elevated to the status of a comprehensive strategic cooperative partnership, Sino-Senegalese relations have flourished, yielding tangible benefits across sectors such as agriculture, vocational training, and water management. For Faye, the commitment shown by Beijing to these initiatives not only signals China’s long-term vision but also heralds the advent of a “stronger and higher-level partnership.”
A Vision for the Global South
Faye’s advocacy for China-Africa relations is deeply rooted in a broader vision for the Global South’s ascendancy on the international stage. He called for the urgent reform of the international system, advocating for a more equitable and inclusive framework that serves the interests of developing nations. “The Global South, primarily consisting of developing countries, is becoming increasingly relevant in international relations,” he remarked, stressing the need for a recalibrated global order that reflects the aspirations of emerging economies.

China’s remarkable strides in poverty alleviation and rapid industrialisation have become a beacon of hope for nations such as Senegal. Faye lauded the Chinese model, which has successfully combined rapid economic growth with social upliftment, pulling hundreds of millions out of poverty through a potent mix of innovation, industrialisation, and resource management. “It is a source of inspiration for many developing countries, including Senegal,” he said, alluding to the possibility of replicating this model in Africa’s developmental trajectory.
