Ghana and Zambia agree to introduce visa free travel for citizens

Ghana and Zambia have agreed to implement visa free travel for citizens of both countries following diplomatic engagements held during a state visit by Ghanaian President John Dramani Mahama to Lusaka. Officials from both governments confirmed that the agreement forms part of wider efforts to strengthen political, economic and social cooperation between the two states.

President Mahama is undertaking a three day state visit to Zambia, where he was formally received by President Hakainde Hichilema, according to the Ghana Presidency. The visit has focused on consolidating bilateral relations and exploring areas of mutual interest, including trade, investment and people to people exchange.

Under the visa waiver agreement, citizens of Ghana and Zambia will be permitted to travel between the two countries without the requirement for a visa for short term stays. While the agreement has been concluded at the political level, officials have indicated that the commencement date for visa free travel will be communicated once administrative procedures on both sides are finalised.

Ghana’s Minister for Foreign Affairs, Samuel Okudzeto Ablakwa, stated that the agreement followed extended consultations between officials from both countries. He explained that initial concerns raised by Zambian authorities related to differences in passport classifications were resolved through dialogue and high level approval. Ghana operates three passport categories, while Zambia maintains two, a distinction that required alignment to ensure reciprocity.

The agreement is being described by officials as one of the first bilateral visa free arrangements between a West African and a Southern African country. Analysts note that such agreements reflect a gradual but deliberate shift among African states towards easing mobility restrictions, particularly in support of economic integration and regional cooperation.

Ghana currently allows visa free entry for nationals of all African countries, a policy that the government has linked to its commitment to continental integration and Pan African engagement. According to official records, Ghana has also entered into bilateral visa free arrangements with a number of African states in recent years. Other African countries that offer visa free entry to citizens of all African states include Rwanda, Seychelles, The Gambia and Benin, as confirmed by publicly available government immigration policies. These initiatives align with broader continental objectives articulated by the African Union, including the promotion of free movement as part of Agenda 2063. Zambia’s participation in the agreement is consistent with its stated interest in expanding regional cooperation and facilitating trade and tourism. Official information on Zambia’s foreign policy priorities is published by the Office of the President of Zambia.

While visa liberalisation is widely viewed as a mechanism for enhancing intra African trade and social exchange, its implementation across the continent has been uneven. Differences in administrative capacity, security considerations and national policy priorities continue to shape the pace and scope of reform. The Ghana Zambia agreement therefore represents a specific bilateral response within a complex and evolving continental context rather than a uniform model.

By situating mobility within a framework of mutual recognition and shared African interests, the agreement reflects an approach that acknowledges the historical, cultural and economic interconnectedness of African societies. Its practical implications will become clearer once implementation details are formally announced by both governments.
