The Prime Minister of the Republic of Mozambique, Her Excellency Maria Benvinda Levi, arrived in Doha, Qatar, on Sunday to attend the Second World Summit for Social Development, which will take place from 4 to 6 November 2025, hosted by the State of Qatar.
Her Excellency was received at Hamad International Airport by His Excellency Ibrahim bin Yousif Fakhro, Director of the Protocol Department at Qatar’s Ministry of Foreign Affairs, alongside His Excellency Isac Mamudo Massamby, Mozambique’s Ambassador to the State of Qatar.
The summit aims to convene global leaders, policymakers, and civil society representatives to address pressing challenges in social development, including equitable growth, social justice, and sustainable livelihoods. The gathering builds on the legacy of the first World Summit for Social Development, held in Copenhagen in 1995, which laid the groundwork for a people-centred approach to global development agendas.
Mozambique’s participation underscores its commitment to advancing inclusive social policies and promoting South–South cooperation within the framework of the African Union’s Agenda 2063 and the United Nations’ Sustainable Development Goals (SDGs). Prime Minister Levi’s presence also highlights Mozambique’s efforts to position itself as an active contributor to global dialogue on social equity, with particular emphasis on the intersections of economic transformation, climate resilience, and community well-being.
As one of southern Africa’s emerging economies, Mozambique continues to navigate the complex terrain between development aspirations and post-conflict reconstruction, while engaging with international partners to strengthen its social protection systems and promote gender-responsive governance. The Prime Minister’s engagement at the summit is expected to facilitate bilateral and multilateral discussions that could further regional cooperation and attract development partnerships aligned with Mozambique’s Vision 2040.
The World Summit for Social Development, hosted by Qatar’s Ministry of Social Development and Family, brings together representatives from across Africa, Asia, Europe, and the Americas. It serves as a platform for exchanging insights on inclusive policy innovation, with a focus on empowering vulnerable communities, promoting youth employment, and enhancing access to social services.
Mozambique’s attendance, alongside other African delegations, reflects a growing trend of African leadership asserting agency in global governance spaces. This participation represents a shift away from extractive narratives toward an African-led discourse that centres dignity, equality, and interdependence.
